The 2017 Trucks, Traffic & Teens event in Decatur was an amazing success! The 3 day event was attended by over 700 drivers ed students from local high schools. There is no charge to the schools or students for attending, so it wouldn't be possible without the generosity of our sponsors:

The goal of this program is to include commercial motor vehicles in the discussion when teaching young adults to drive. Every single student that came through the program sat in the drivers seat of a semi tractor with a 53' trailer attached. Along side the tractor-trailer were several cars and motorcycles, but the students were unable to see most of them once in the truck. This really emphasized to students the importance of not riding in blind spots and the potential dangers of doing so. 

We are in the planning process for the Joliet event happening later this year. In 2016 we brought our program to 500 students, 2017 will double that number. Do you know of an area of the state we should go to next? We would like to double our reach again in 2018!

ITA Initiative to Reduce Truck Fees Gains Momentum in State Senate

This week seven more State Senators joined on as co-sponsors to legislation initiated by the Illinois Trucking Association that would repeal the Commercial Distribution Fee on truck registrations.  House Bill 386 has already passed the Illinois House 109-3.  Its fate now rests with the Illinois State Senate where it is being sponsored by State Senator Martin Sandoval (D-Chicago).  The State Senators that signed on as co-sponsors this week include David Koehler (D-Peoria), Dale Righter (R-Mattoon), William Haine (D-Alton), Pamela Althoff (R-McHenry), Jason Barickman (R-Bloomington), Kyle McCarter (R-Vandalia), and Michael Hastings (D-Frankfort).

Now is the time for the trucking industry to come together and demand that lawmakers repeal this fee that singles out the trucking industry.

Call your State Senator immediately and ask them to SUPPORT HB 386.  Let your voice be heard.

2017 ITA TIPAC Golden Gloves Boxing Night

ITA hosts NATMI Certified Director of Safety training

The Illinois Trucking Association taught the NATMI CDS/CSS course at our Willowbrook office last week. The week long course was taken by 19 students hoping to earn the Certified Director of Safety certification. The class was lead by 2 instructors, ITA Safety Director Linda Blisset and Tom O'Donnell from FedEx. Breaking: FMCSA Issues Final Rule on Drug & Alcohol Clearinghouse

This morning, the Federal Motor Carrier Safety Administration issued its final rule creating a first-ever federal clearinghouse for driver drug and alcohol test results.

According to an FMCSA press release, motor carriers, medical review officers, third-party administrators and substance abuse professionals will be required to report information about drivers who test positive for drugs or alcohol, refuse required drug and alcohol tests or who have undergone return-to-duty drug and alcohol rehabilitation process.

ATA staff are reviewing the full details of the final rule, but for more than two decades, ATA has pressed for the creation of a clearinghouse in order to close the job-hopping loophole and to help prevent drivers who use drugs or alcohol from getting behind the wheel of a commercial motor vehicle.

Breaking: Federal Judge Blocks Overtime Rule

Earlier today, Judge Amos Mazzant of the U.S. District Court for the Easter District of Texas issued a nationwide preliminary injunction against the changes to the so-called "white collar" overtime exemption that were set to go into effect on December 1.

Judge Mazzant held that the states that filed suit against the new rule were likely to succeed in their challenge, because the new salary threshold adopted by the Department of Labor was so high as to effectively supplant the "duties test" that Congress intended to govern the exemption. 

The preliminary injunction suspends the rule changes pending further proceedings in the lawsuit. As a practical matter, the preliminary injunction means the the new salary threshold is unlikely to go into effect on Dec. 1 as anticipated. 

Quad Cities Council Luncheon

The Quad Cities Council met in Moline on Wednesday for its quarterly luncheon. The ITA announced their plan to expand the call on Springfield and the previous day’s election were among topics discussed. Director of Safety, Linda Blisset, shared a very informative presentation on the ELD mandate, hours of service regulation and truck parking.

ITA Will County Council Meeting

ITA's Will County Council met Thursday in Joliet for their quarterly luncheon. ITA Executive Director Matt Hart provided a legislative update and more information on key planning initiatives for ITA in 2017.

 Guest speaker, Steve Flammersfeld from TransChicago Truck Group, gave a very informative presentation on autonomous truck technology. Flammersfeld covered the 2015 Freightliner Inspiration truck and OTTO's first autonomous delivery, which was made just last week.

FMCSA Issues Final Rule on Windshield-Mounted Technologies

From FMCSA website:

"The Federal Motor Carrier Safety Administration (FMCSA) issued a final rule to amend the Federal Motor Carrier Safety Regulations (FMCSRs) to allow the voluntary mounting of certain devices on the interior of the windshields of commercial motor vehicles (CMVs), including placement within the area that is swept by the windshield wipers.

Section 5301 of the Fixing America's Surface Transportation Act (FAST Act) directs the Agency to amend the FMCSRs to allow devices to be mounted on the windshield that utilize "vehicle safety technology."

In addition, section 5301 states that all windshield-mounted devices and technologies with a limited two-year exemption in effect on the date of enactment shall be considered to meet the equivalent-or-greater safety standard required for the initial exemption.

The announcement of this final rule is a nondiscretionary, ministerial action that does not require prior notice and public comment under the Administrative Procedure Act."

The Illinois Trucking Association completed its 2016 annual meeting this week in Bloomington, IL. With over 200 attendees it was certainly one of our most successful meetings ever! Guest speakers included ATA Economist Rod Suarez, ATRI President & COO Rebecca Brewster, nationally known speaker Dan Baker and ATA President & CEO Chris Spear delivered an inspiring keynote. 

The ITA board of directors also met on Tuesday to discuss legislation that we have coming our way this year, and how we would respond. It was decided that the ITA would support a speed limit mandate set at 70 mph, which is the currently the top speed limit on Illinois roads. ATA President & CEO Chris Spear has committed to getting "wins on the board" this year for our industry.

The Illinois Trucking Leadership Program donated a 43" smart TV to be raffled off in a fun competition with new Associate Director, Eric Gallien. This raffle alone raised $525, which will be used to fund the Illinois Trucking Foundation's Scholarship Fund. The generosity really showed as participation in the competition was nearly 100%! 480 drivers competed in the 2016 National Truck Driving Championship last week in Indianapolis, including 9 class champions from Illinois who qualified at the ITA's Illinois Truck Driving Championship on June 11.

 FedEx Freight's Jimmy Wilson, the Step Van champion from Illinois, made the finals at the National TDC.  Wilson was announced as a finalist during the parade of champions on Saturday.  Wilson then competed in the finals with five other finalists.

 ITA would like to congratulate Wilson on making the finals and we also congratulate the eight other state champions from Illinois that competed in the national truck driving championship.
